Haim Ravia

Since founding Israel's first internet-focused law firm in 1993, Haim has spent more than three decades at the intersection of law and digital innovation — advising companies, institutions, and rights holders on the legal questions that emerge when technology moves faster than regulation. He joined Pearl Cohen in 2007, where he leads the Cyber, Privacy & Copyright Group.

What He Does

Haim's practice covers the legal landscape of the digital economy. He advises Israeli and international clients on:

  • Privacy & Data Protection — Navigating Israeli and cross-border data protection requirements, building compliance frameworks, and representing clients before Israel's Privacy Protection Authority.
  • Cybersecurity & AI — Advising on AI governance, cyber law, and the legal implications of deploying emerging technology in regulated environments.
  • Technology Transactions — Structuring IT contracts, electronic signature frameworks, and advising on tech-related M&A due diligence across data, IP, and software licensing.
  • Copyright & Digital Rights — Acting for major rights holders including ACUM in licensing, digital distribution, and enforcement matters.

Beyond Practice

Haim has played a sustained and formative role in shaping Israeli technology law and policy across more than two decades of public engagement.

He served on the Ministry of Justice's Public Committee for the Protection of Privacy (2001–2006), established under the Protection of Privacy Law, and was part of the governmental working group that re-examined Israeli regulations for the registration of personal information databases (2005–2006). He represented the Israel Bar Association before the Knesset in parliamentary sessions on electronic signature legislation, and served as a member of the IBA Computing Committee Presidium (2000–2005) before being elected its Chair (2007–2008).

He was a member of the Israel Securities Authority committee — chaired by Professor Asa Kasher — that formulated a Code of Ethics for transmitting financial information over the internet, and served as a visiting lecturer at Haifa University Faculty of Law, teaching Evidence and Computer Crime (2002–2003).

He founded the Israel Data Protection Officer Forum, which has become a gathering point for privacy professionals in Israel, and serves as an ethics advisor to Horizon Europe on data use and privacy in EU-funded research projects.

In 2013, the Israel Chamber of Information Technology recognised him with an award for pioneering and innovation in the Israeli internet.

In March 1996, Haim launched law.co.il — Israel's first legal website. What began as a curated index of English-language legal resources has grown into one of the most cited legal references on the Israeli internet: thousands of news items, articles, court decisions, and original commentary spanning privacy, cybersecurity, copyright, electronic signatures, and technology law. The site is cited in judicial decisions and academic publications, and draws visitors from Israel and from across the world. It is registered as a trademark.
